The course (opened 1913–15 as Gedney Farm CC, later Westchester Hills) was laid out by the club’s first pro, Peter Clark. A 1922 club bulletin recounts the early years and says they “called upon Donald Ross for some expert advice,” indicating a consultative role rather than primary authorship.

The club and recent partners describe the course as Peter Clark–designed with assistance from Ross / “Ross-inspired,” which is consistent with that contemporary record.

Subsequent work included a 1922 green-reconstruction program following Walter J. Travis’s plans, and a comprehensive Rees Jones renovation in 2021–22—further distancing today’s course from any direct Ross authorship.
So, Ross’s involvement at Westchester Hills is best characterized as informal consulting/advice to Peter Clark during the original build—not as the architect of record and with no evidence (in club sources) of a Ross routing or plan.
